Ghana’s downstream petroleum industry enters the second half of 2026 at a defining point. The industry has demonstrated its capacity to support rising national demand, expand domestic production, strengthen inventories and serve regional markets.


Yet the conditions under which these gains were achieved have also exposed important vulnerabilities: dependence on international supply, concentration of domestic refining, uneven infrastructure, limited LPG security, compressed operating margins and increasing exposure to geopolitical and exchange-rate shocks. 


The strategic question is therefore no longer whether the market can grow, but whether that growth can be converted into a more secure, competitive and sustainable energy system.
